In 1862, Germany was divided into 35 states, part of the confederation under the de facto authority of Emperor Franz Joseph I of Austria. King Wilhelm I of Prussia, seeking to restore the independence of his state from the Habsburg dynasty, appoints Baron Bismarck as prime minister. Bismarck dissolves parliament, introduces censorship in print, and implements army reforms. As a diplomat, Bismarck successfully negotiates with France, Austria, and Russia. After rearming the Prussian army, Bismarck begins implementing the plan for the creation of a unified Germany 'by iron and blood'.
