Windows 98 FE

This is more of a PoC than a "usable" thing. Because GOOD LUCK trying to get ANY single Windows 98 programs to work on this; in fact, a warning even pops up at boot. Oh, and also: after a while Windows will ultimately freeze up. So Winfile is the shell in this because if it is a Win16 (or Windows 95 I think?) program, then yes: it CAN run and open up. Though you are VERY limited to that.
